Davao considering web tool for participatory governance

A Davao City councilor who started blogging this year to promote participatory governance among his constituents has started exploring another web technology, dubbed “wikislation.”

Prompted by a project led by Dr. Elmer Soriano of local firm Thinklab Solutions Inc., Peter Lavina said that he has agreed to become a volunteer in this recent experiment that would allow local citizens to literally include their inputs in upcoming legislations in the city.

“When Dr. Soriano learned that I was into blogging and promoting participatory governance, they offered their ideas such as e-Sangguni and wikislation. So, you can say I’m a willing guinea pig in this experiment,” added Lavina in an e-mail interview with INQ7.net.

      Sounds promising, still…does the people have easy acess to blogs, wikis and the internet for that matter?

      Or will the middle class and elite dominate this extension of Philippine politics in the internet. It must not be so.

      Hi Jhay,

      An article on Pinoy.Tech.Blog shows an (inevitable) steady increase in Internet users in the Philippines.

      I think this addition in recent years comes from the middle and lower class, not the elite.

      Check out your nearby internet shop, see who’s learning how to use the computer. ;-)
