It can tell your future by analyzing your breath! Just kidding, of course!
The breath test is actually to verify your alcohol intake level.
I heard about this from my brother who said that spot checks are made on some motorists to check for “driving under the influence (DUI)”.
In our case, we had to take the test before climbing the Harbor Bridge! 
We were asked to count from 1 to 5 into the machine’s funnel-like sensor. (I counted from isa hanggang lima, thought I’d confuse the machine … or at least the one holding the machine, hehehehe).
When I told my brother about this machine, he said it’s not the usual that he had seen. The ones traffic enforcers use requires motorists to blow into a disposable tube that is connected to a machine that tells your alcohol level.
Perhaps the machine used in the picture is quicker and more convenient to test all the tourists trying to climb the bridge.
Good thing they didn’t have a brain scan for sanity or the lack thereof …
